Limit a promotion to one per customer

I would like to be able to have promotions that are a limit of one per customer across multiple invoices.

We would like to be able to set the quantity per customer, not have it limited to just one.

Currently, it is one per invoice. So a customer can take advantage of a deal multiple times, it just has to be on different tickets.
